The Trump administration just overhauled and implemented the “public charge” rule, which dates back to 1882. It empowers DHS officers to reject green cards for lawful immigrants if they suspect that they will be reliant on public benefits sometime in the future. Award-winning historian and author of the new book, ‘Racist By Design’ Kelly Lytle Hernández says it is a “tool of eugenicists and white nationalists across time who have tried to filter who is allowed to enter the country.”
