Special Tribunal to prosecute Putin and other Russian leaders for Ukraine Invasion | DW News
The establishment of a Special Tribunal on the crime of aggression against Ukraine is entering the final stages. Will Russian President Vladimir Putin and other high-ranking members of Russia’s military and political leadership face an international court to be established within the framework of the Council of Europe? When might this happen? What factors will determine this? Which members of the Russian leadership might be tried, and for what offences, whilst others might not? What will happen to the business elite and those labelled as propagandists?

Andrew Cayley, a British lawyer and former military prosecutor, who served as senior Counsel at the International Criminal Court (ICC) in The Hague until 2025, and prior to that, amongst other roles, was Chief International Prosecutor at the Khmer Rouge Tribunal.
Gregory Gordon, an American lawyer and specialist in international law, is a professor at Peking University; one of his areas of expertise is genocide, and he previously worked for the Office of the Prosecutor at the International Criminal Tribunal for Rwanda.z
