In secret war on cartels, CIA facilitated deadly operations inside Mexico

The assassination of Francisco Beltran, an alleged cartel operative, on a Mexican highway in March was facilitated by American CIA officers. According to multiple sources, it was part of an expanded and previously unreported CIA operation inside the country.
