A 65-foot-long hot dog sculpture returned to Times Square, recasting a familiar American snack as a patriotic and uneasy symbol for the United States’ 250th anniversary. “Hot Dog: The Second Serving,” by artists Jen Catron and Paul Outlaw, stands on Broadway between 46th and 47th Streets through August 8.
