Were civilians on swapped AF1 ‘sacrificial lambs’?

What’s the larger meaning of President Donald Trump’s secret flight from Turkey last month?

That was the question Washington Week with The Atlantic moderator Jeffrey Goldberg asked New York Times writer-at-large Elisabeth Bumiller about the revelation that Trump was moved from Air Force One to another plane as he departed the NATO summit amid a reported threat from Iran.

The secret plan left White House staffers, members of the press corps and military officers aboard Air Force One.

The civilians on the plane were unknowingly “potential sacrificial lambs,” Bumiller said.

“I would not have liked to have been on that plane and not been aware of the risk that I was taking,” she added.
